Inspector's notes

Observed large container of red bean dessert buns out at room temperature for service. PIC said they had been removed from freezer and held at room temperature approximately 3.75 hours prior to inspection. Buns reported at 63 degrees Fahrenheit at center of bun. PIC inquired how they were TCS if other bakeries served them at room temperature. Explained to PIC other establishments used time as control for red bean buns as they are often served at room temperature. Discussed time as control procedure with PIC. PIC wrote time of discard for rest of buns on container and pulled them from sale to discard at specified time. All TCS foods improperly cold held were discarded by PIC at time of inspection. Except during preparation, cooking, cooling or when time is used as a control all TCS foods must be maintained at 41°F or below. Eggs not treated to destroy Salmonellae can be stored in equipment that maintains an ambient air temperature of 45°F or below. Corrective Action: Corrected at time of inspection.

Inspector's notes

PIC confirmed handwashing station had been filled with non-potable water from nearby hose bib at event location. All water used for hand and ware washing must be from an approved source. Instructed PIC to use boil bottled water on hand to replace water in hand sink and to fill handwash station at commissary going forward. PIC replaced hand sink water with hot bottled water at time of inspection Corrective Action: Corrected at time of inspection.

MCEHC Chap. 8, Sec. 3, Reg. 10g, 11g - Hand washing facilities shall include the following at a minimum: 5 gallon insulated container with a free/continuous flowing spigot for potable water; water at a temperature of at least 38°C (100°F), 5.75 gallon container to hold wastewater, soap, and paper towels. Enough potable water shall be available in the establishment for food preparation, cleaning and sanitizing utensils and equipment and for handwashing. A heating facility capable of producing enough hot water for these purposes shall be provided on the premises.
