Observed a large amount of sugar flavoring powder dispersed throughout the cabinet and products inside. Observed spills and dried residue on counter and the bottom of the refrigerated units. Discussed with PIC that these areas need to be cleaned and continue to be cleaned a rate which precludes the growth of organic matter and accumulation of debris and residue. Physical facility must be cleaned frequently enough to prevent accumulation of dirt, organic matter, and food debris. Must clean physical facility prior to next routine inspection. Corrective Action: Correct prior to next routine inspection.

Observed ambient temperature of reach in dairy cooler at 57°F using a max/min thermometer, person in charge stated they were aware of the issues with the unit and currently had a service order for unit. Discussed with person in charge that all TCS ( time/temperature controlled for safety foods) should be kept out of any misfunctioning units until fixed to avoid food illness outbreak.
