Observed a chemical dispenser hooked up downstream of an atmospheric vacuum breaker at the mop sink. No shut off is allowed to be remained hooked up downstream of this atmospheric vacuum breakers. the hose was detached at the time of inspection. Suggest utilizing one of the available water lines with an adaptor for this hook up. A document was provided to the operator on the proper methods for hooking up a chemical dispenser at a mop sink at the time of inspection. Corrective Action: Corrected at time of inspection.

Inspector's notes
A chemical dispenser was connected to the mop sink faucet below the air vacuum breaker via a wasting-tee device. A PLUMBING SYSTEM shall be designed, constructed, and installed according to LAW. Installing a “side-kick”, similar downstream shut-off device, or obstruction places back pressure on the AVB. Since the atmospheric vacuum breakers could be kept on under constant pressure at all times, they will fail under such installations. Chemical dispensers that are connected to a faucet with a pressure bleeding device on the faucet outlet, this includes devices referred to as a wasting tee, flow-through device, or otherwise known as a “sidekick” device are considered obstructions and are not approved by the Department, as they are prone to fouling/plugging failure under typical water and operating conditions found within Maricopa County. There is now a potential cross connection hazard. The device was disconnected from the faucet as a temporary correction. Corrective Action: Corrected at time of inspection.
