Inspector's notes
Observed hard boiled eggs in the bottom of the prep table with an internal temperature of 52*F. PIC stated that the eggs were cooked, cooled, and prepped in the morning over 6 hours prior to start of inspection, and have been in the unit since. Informed PIC that the eggs need to be discarded due to not cooling properly within the parameters. Suggested adding temperature checks to be cooling process to ensure parameters are met. PIC discarded eggs at time of inspection. Eggs were embargoed. Provided cooling parameter and method guidance documents via email. Cooked TCS foods must be cooled from 135°F to 70°F within 2 hours, and from 70°F to 41°F within 4 hours for a total of 6 hours for cooling. All TCS foods improperly cooled were discarded by PIC at time of inspection. Corrective Action: Corrected at time of inspection.

Observed in house cold brew coffee that is also kegged in house being kept past 48 hours in the keg. Person in charge voluntarily disposed of the kegged cold brew coffee at the time of inspection. Discussed how any TCS foods kegged in house or packaged in a Reduced Oxygen state shall be dated and time stamped to ensure it does go over 48 hours. Person in charge states they will ensure they only keep the kegged cold brew no more than 48 hours. Corrective Action: Corrected at time of inspection.

Observed a scoop used for their cooked rice being stored in water that had an internal temperature of 76*F. In-use utensils must be stored in a clean, dry location; in running water; or in hot water above 135°F. If utensils are stored in food, the handles must be stored above the surface of the food. All in-use utensils were properly replaced at time of inspection. Corrective Action: Corrected at time of inspection.

Visited establishment to review current equipment and setup. Owner has expressed interest in increasing to a Class 4 E&D. A counter top convection oven and a standing electric range/oven combo have also been added inside. In the building next door owner has added additional refrigeration units (standing two door freezer, two door fridge/freezer combo, one door standing refrigerator, glass door beverage cooler, and additional coffee machine/fridge combination). An ice cream machine has also been added inside the facility as well as a small dish machine. Provided frozen dessert manufacturing guidance document. Also provided minor remodel application for outdoor cooking and dog friendly patio application. Provided owner with permit fee table and definitions of a Class 4 E&D permit. Prior to beginning menu changes owner will obtain approval from Department regarding their outdoor cooking setup and regarding their capacity for expanding menu options. Conducted with RS 1129.

Not operating at time of inspection.Email Verified.Final Construction inspection conducted with owner, Thomas.Instructed owner to contact variance team for more information and possible variance for Kegging/testing of Cold Brew coffee. Until then cold brew is to be kept under refrigeration (41°F), date marked, discarded after 7 days, and kept in non ROP containers.Construction completed and approved. Inspection report was emailed to Thomas.Prior to opening:1. An ASSE 1022 dual check valve for tea machine. Owner has on site and plumber is on site to install.2. Owner to provide an additional separate food prep sink. Ordered but has not arrived. Due to chain supply issues, sink is set to be delivered within 10 days and will be installed as discussed prior to opening. Food prep can be conducted in coffee dump sink as long as sink is properly cleaned before using for food prep sink.3. Drain line from ice machine needs to be rigid and braced to maintain 1 inch air gap above floor sink.This establishment/operation has demonstrated sufficient compliance to proceed with the issuance of the permit. To complete the permitting process, issuance of this permit, and begin operation, the applicant must first submit payment of the annual operating permit fee to the Department’s Administrative Services. Fees paid up to this inspection approval do not include the annual operating permit fee. PAYMENT with a credit/debit card can be made via phone at 602-506-6824, Option 2. Per MCEHC Chapter I, Regs 4 & 5, no person shall conduct an operation or operate an establishment for which a permit is required without holding the necessary and valid permit to do so. Payment with a credit/debit card can be made on-line via select “Pay a Fee” at esd.maricopa.gov. Please note that if you select payment via online, the annual operating permit fee invoice may take up to 7 business days to post online. Also, checks and money orders are accepted via US Mail.
