#22 — Proper Cold Holding TemperaturesPriority3-501.16

Inspector's notes

Observed container of cold brew (47*F, made at room temp), container of evaporated milk (48*F), 14 bottles of heavy whipping cream (49*F-51*F), 12 bottles of whipped cream (50*F), 11 gallons of whole milk (46*F-50*F), and 2 containers of soybean juice (45*F) located in cold holding reach-in unit behind register. TCS food was placed into reach-in unit over the weekend and yesterday. Ambient temperature of unit was 47*F, via minimum/maximum thermometer. TCS food was voluntarily discarded by PIC at time of inspection. Person-in-charge (PIC) determined blocked coils was cause of improper cold holding temperature, and cleaned coils at time of inspection. Reach-in unit was at 39*F at end of inspection. Observed 24 sticks of butter (47*F-53*F), 4 packages of cream cheese (47*F-50*F), and prepped uncooked dough containing milk, eggs, and butter (50*F) in reach-in unit near three compartment sink. TCS food was placed in unit over the weekend and yesterday, with the dough being prepped approximately 4 hours ago. Ambient temperature of unit was 44*F, via minimum/maximum thermometer. All TCS food improperly cold held was discarded by PIC at time of inspection. PIC placed TCS foods in alternate cold holding equipment until repairs can be made. Establishment has adequate cold holding capacities. Except during preparation, cooking, cooling or when time is used as a control all TCS foods must be maintained at 41°F or below. Eggs not treated to destroy Salmonellae can be stored in equipment that maintains an ambient air temperature of 45°F or below. Corrective Action: Corrected at time of inspection.

Final Construction inspection conducted with Owner. Construction completed and approved. Inspection report was emailed to Alvaro H. Inspection conducted with R.S. 1317.Please complete the followng items prior to routine inspection:1. Seal escutcheon plates underneath prep sink.2. Reseal around floor sink underneath 3-compartment sink. Ensure reseal is coved. This establishment/operation has demonstrated sufficient compliance to proceed with the issuance of the permit. To complete the permitting process, issuance of this permit, and begin operation, the applicant must first submit payment of the annual operating permit fee to the Department’s Administrative Services. Fees paid up to this inspection approval do not include the annual operating permit fee. PAYMENT with a credit/debit card can be made via phone at 602-506-6824, Option 2. Per MCEHC Chapter I, Regs 4 & 5, no person shall conduct an operation or operate an establishment for which a permit is required without holding the necessary and valid permit to do so. Payment with a credit/debit card can be made on-line via select “Pay a Fee” at esd.maricopa.gov. Please note that if you select payment via online, the annual operating permit fee invoice may take up to 7 business days to post online. Also, checks and money orders are accepted via US Mail. Equipment inspection conducted with owner, Alvaro. At the time of this inspection, this project was about 90% complete. Inspection report was emailed to Alvaro.Prior to final:1. Repair AVB at mop sink. Leaks when turned on.2. Provide escutcheon or flanges around all plumbing penetrations (prep, hand wash, 3 compartment).3. Trim drain lines from prep and 3 compartment to maintain 1 inch air gap above floor rim of floor sink.4. Seal around floor sinks where floor sink does not flush to floor.5. Seal wood paneling in restroom with water sealant.6. Provide cove base in restroom as discussed.7. In counter, where aggregate is exposed, please seal then paint underside of concrete counter top to help smooth and seal gaps.8. Install cove base behind ice machine.9. Provide RP test reports.Please continue with construction according to plans, stipulation letter, and inspections. Please call (602) 526-0917 for a final inspection at 100% completion of project or if an additional onsite walk-through is needed. Please also ensure you have read your Responsibilities to Qualify for a Permit document and are in compliance with all requirements before final inspection. A certified food manager is required at time of approval. If not already obtained, please obtain your certified food manager certificate from an ANSI approved testing company.
