Observed the cold water supply valve under the hand sink in a "closed" position resulting in no cold water supply to the faucet when the cold water handle of the faucet was turned on. The person in charge turned the cold water supply valve under the hand sink to an "open" position. Observed an insufficient flow rate of cold water provided to the faucet after fully opening the cold water faucet handle. Observed hot water provided to the faucet at a temperature of 128F and a flow rate supply substantially greater compared to the cold water supply alone. Observed with the hot water and cold water running at the same time water from the faucet maintained a temperature of 127-128F. Discussed adequate flow of both hot and cold water is required as well as potential scalding hazards with water temperature above 120F. Discussed tempered water in food-related establishments shall be maintained at a temperature of 100°F to 110°F. An inadequate flow or temperature of water may lead to poor handwashing practices by food employees, All hand sinks must be maintained to provide properly tempered water for handwashing.

Observed no hot water at both front and back handwashing sinks at time of inspection. Observed no hot water at prep sink and 3 compartment sink at time of inspection. Highest water temperature available was 79*F at time of inspection. Handwash sinks must be supplied with hot water of at least 100°F, soap and an approved hand drying provision at all times. Facilities must be maintained in a condition that promotes handwashing. Please provide hot water at a minimum of 100*F at all handwashing sinks and other sinks in the facility prior to re-inspection. Corrective Action: Correct prior to re-inspection on 5/28.

Observed multiple ziploc bags of cooked meats, including cabeza and carne asada, in the back beverage fridge with no date mark at time of inspection. Person in charge (PIC) states the items were cooked and prepared on Saturday & Sunday, 2-3 before inspection. Explained to PIC that RTE/TCS foods requiring date marking must be date marked within 24 hours and sold or discarded after 7 days (including the day it was made as day 1). All RTE/TCS foods were properly date marked at the time of inspection. Corrective Action: Corrected at time of inspection.
