Observed kitchen hot case holding shrimp and queso cheese 109-122*f degrees. Hot box had a low water fill causing items to not conduct heat correctly. Per PIC item had been in case less than 2 hours and reheated to 165*f degrees at time of inspection. Corrective Action: Corrected at time of inspection.
