Observed handwash sink with no drain hole. PIC explained the pipes corroded and they have ordered new parts. Explained to PIC employee must be able to wash their hands. PIC was able to set up portable hand sink with warm water, soap, and hand drying provisions. Corrective Action: Corrected at time of inspection.

Explained all food-contact surfaces that contact TCS foods must be cleaned every 4 hours by washing, rinsing, and sanitizing. PIC was able to send employee to commissary to retrieve bleach. Observed Cotija cheese cold holding on ice temping at 61 degrees. PIC they just put it out 30 minutes ago. Explained that all TCS foods need to be cold holding at 41 degrees or below. PIC was able to create a time as a control policy on all TCS foods cold holding on ice. Corrective Action: Corrected at time of inspection.

Observed 2 white folding tables and a condiment cooler not affixed to the mobile unit. Explained to PIC food establishments shall be affixed together so as to be a single contiguous mobile unit. PIC will contact department will plans to attached a leafed table to unit. Corrective Action: Correct prior to next routine inspection. MCEHC Chap. 8, Sec. 3, Reg. 5e - Mobile food establishments serving time/temperature control for safety foods shall maintain a log of visits to the approved commissary or food service establishment as required by this Department. This log shall be maintained using a Department approved format and maintained with the establishment at all times. The logs shall be maintained for a period of 30 days and should be available for review by the Department. Addl Notes: PIC was not able to provide commissary logs. PIC explained they use buckets to bring gray water to commissary to dump nightly. This log shall be maintained using a Department approved format and maintained with the establishment at all times. At time of inspection, operator had leased out building behind the mobile food carts. Inside of building, operator had added a hood system, air fryers, several glass front reach in refrigerators. During the routine inspections, employees were actively preparing TCS foods (cooking meats, preparing bacon wrapped jalapenos, deep frying French fries), hot holding chili and cheese sauce, and cold holding cut tomatoes, ceviche, cut lettuce. There was dry storage of food containers and equipment. There was warewashing at a 3-compartment sink. The only handwashing sink was in the restroom, with only cold water.Upon inspection, a remodel has taken place which may require an application and plans to be submitted, and/or additional permits. Please submit an application, supporting documentation, and fees within 5 business days or legal action may result pursuant to MCEHC Chapter 1, Regulation 4(e). Applications with supporting documentation can be submitted via the customer portal "Permit Center" online at maricopacountyaz-energovweb.tylerhost.net/apps/selfservice#/home.

The person in charge (PIC) is not a certified food protection manager. Ensure the PIC on site is an ANSI-certified food protection manager and maintain the certificate available for review. (A) The PERSON IN CHARGE shall be a certified FOOD protection manager who has shown proficiency of required information through passing a test that is part of an ACCREDITED PROGRAM. In front service area, employee exited service area and entered back kitchen area, then returned to work with food product with same gloved hands, without a proper handwash. Instructed employee to remove gloves, wash hands, and don new gloves to continue with task. Discussed the importance of proper hand washing and when hand washing is required with the person-in-charge (PIC). Hands are to be washed at any time contamination occurs and when changing tasks. Discussed the importance of proper hand washing procedures with the person-in-charge (PIC). Proper handwashing procedure is to rinse hands with warm water, scrub with soap for 10-15 seconds, rinse with warm water, dry with approved drying provision, and turn off in a manner to prevent re-contamination of hands. Entire process should take approximately 20 seconds for full and proper handwashing to prevent spread of pathogens and contamination. Corrective Action: Corrected at time of inspection.
