Observed red menudo in back reach in cooler with internal temperature rangin from 45-58*F, Per PIC menudo had not been taken out since day before. Cooler ambient temperature was 41*F and all other TCS items had internal temperatures of 41*F and below. Menudo improperly cold held was discarded by PIC at time of inspection. Discussed with PIC that except during preparation, cooking, cooling or when time is used as a control all TCS foods must be maintained at 41°F or below.
