Internal thermometers are at 45*F and 44*F. Internal temperature of milkshake mix is at 44*F-46*F with inspector. Notified Person In Charge (PIC); PIC confirmed improper cold holding temperature. Temp log showed temperature was at 38*F 2 hours prior to inspection start time. PIC voluntarily discarded improperly cold holding milkshake mix. ==== Except during preparation, cooking, cooling, or when time is used as a control all TCS food to be maintained at 41°F or less.
