After discussion with the person in charge, it has been determined that the root cause of the violation was training staff, which resulted in the violation.
Inspector's notes
At time of inspection, observed employee cleaning food contact surfaces plastic containers, and utensils at 3 compartment sink by washing and rinsing equipment then dipping the equipment for 10 seconds in a quat ammonia sanitizer before placing in a dish rack to dry. Instructed PIC that all food contact surfaces must be washed, rinsed and when using quat ammonia as a sanitizer, that the equipment must be in contact with the quat ammonia sanitizer for 1 minute before putting away to air dry. Had employee re-wash, rinse and sanitizer dishes at time of inspection. Food-contact surfaces sanitized using quaternary ammonia must be sanitized with a contact time according to manufacturers specifications. Corrective Action: Corrected at time of inspection.

No County legal action will result from this inspection.After discussion with the person in charge, it has been determined that the root cause of the violation was verification breakdown which resulted in the violation.Recommended to PIC about getting a high temperature water proof thermometer to run through the dish machine to verify the dish machine is getting up to temp.
Inspector's notes
At time of inspection, observed high temperature dishwasher utensil surface temperature at 156.8F as per min/max thermometer. PIC shall discontinue use of mechanical dishwasher and exclusively use the three compartment sink until mechanical dishwasher is fixed to standard. When food-contact surfaces are being sanitized with hot water in a dish machine, the surface temperature must reach at least 160°F as measured by an irreversible registering temperature measuring device to destroy pathogens that may remain on such surfaces after cleaning. Corrective Action: Corrected at time of inspection.
