Observed at 3 comp sink, Quat sanitizer at 0ppm. Drained sink and refilled with fresh sanitizer still at 0ppm. Dispenser not mixing properly. Had PIC call for service of dispenser and had employees utilize 3 comp sink in bakery area until repair is made and sanitizer is at proper concentration of 200-400ppm Corrective Action: Corrected at time of inspection.
