Discussed that all hand sinks must always be available and used for no other purpose than handwashing. The manager removed the obstructing items at the time of inspection. Observed non-TCS popcorns already prepped. PIC stated they used the hand sinks in the restroom. Advised PIC the hand sink in the portable unit must be used to wash hands when returning to work from another area or the restroom. PIC had the hand sink turned on at the time of inspection.
