Per person in charge (PIC) beef was sliced less than 4 hours prior to inspection. Explained to PIC that all time/temperature control for safety (TCS) foods must be kept at 41*F or below at all times. Ambient temperature of middle section of raw meat display case read 46*F via min/max thermometer at beginning of inspection. All other TCS food in meat display and all other sections measured at 41*F or below via probe and min/max thermometer. PIC moved raw beef to walk in unit to cool down to 41*F or below at time of inspection. Large bags of left over raw cut beef were placed along the bottom air vents obstructing air in the middle section of the raw meat display case. PIC removed all objects obstructing air flow and placed in the walk in at time of inspection. The ambient temperature of the middle section of meat display case read 41*F with min/max thermometer by the end of inspection. Instructed PIC to refrain from placing unnecessary items in the display case and not obstruct air flow to allow the unit to maintain 41*F or below temperature uniformly.
