Observed employee wipe inside of prep sink with paper towel, take customer order, and proceed to grab ice cream cone without washing hands in between. Discussed the importance of proper hand washing and when hand washing is required with the person-in-charge (PIC). Hands must be washed at any time contamination occurs and when changing tasks. Discussed the importance of proper hand washing procedures with the person-in-charge (PIC). Proper handwashing procedure is to rinse hands with warm water, scrub with soap for 10-15 seconds, rinse with warm water, dry with approved drying provision, and turn off in a manner to prevent re-contamination of hands. Entire process should take approximately 20 seconds for full and proper handwashing to prevent spread of pathogens and contamination. Employee properly washed hands at handwash sink at time of inspection. Corrective Action: Corrected at time of inspection.

Observed hand sink in bathroom with maximum measured internal water temperature of 76*F. It was determined that the outlet breaker to the Instant Flow Water Heater had been tripped. Upon resetting it a maximum measured internal water temperature of 91*F was observed. Handwash sinks must be supplied with hot water of at least 100°F, soap and an approved hand drying provision at all times. Facilities must be maintained in a condition that promotes handwashing. Corrective Action: Correct prior to re-inspection on 11/06/24.

Final construction inspection for a Class 2 0-9 E&D permit was conducted with Ron S. by appointment. The establishment was closed and not operating at time of inspection. This establishment/operation has demonstrated sufficient compliance to proceed with the issuance of the permit. To complete the permitting process, issuance of this permit, and begin operation, the applicant must first submit payment of the annual operating permit fee to the Department’s Administrative Services. Fees paid up to this inspection approval do not include the annual operating permit fee. PAYMENT with a credit/debit card can be made via phone at 602-506-6824, Option 2. Per MCEHC Chapter I, Regs 4 & 5, no person shall conduct an operation or operate an establishment for which a permit is required without holding the necessary and valid permit to do so. Payment with a credit/debit card can be made on-line via select “Pay a Fee” at esd.maricopa.gov. Please address the following items prior to the final construction inspection: 1) Provide a 3/8th inch minimum metal cove base to the interior and exterior of the walk-in cooler floor/wall junctures. 2) Caulk-in all escutcheon plates and plumbing penetrations throughout the facility. 3) Caulk around the mop sink and base of the mop sink. 4) Clean restroom ventilation fan. 5) Caulk the sink countertops to the walls with silicone. 6) Provide a silicone caulking to the dipping cabinet bases to seal off the space. At the final construction inspection, ensure hot water measuring 120' F minimum is provided to the plumbing system and all refrigerators are on and measuring at 41' F or below. Please ensure the following are addressed by the completion of the project: 1) Provide ASSE 1013 reduced pressure backflow preventers upstream of all batch freezer units. Certify and provide test reports. 2) The condensate drain for the walk-in cooler must be plumbed to a nearby floor sink. If there is any difficultly with the slope and run for the drain then the drainage can be plumbed to a hub drain in the restroom with a 1" minimum air gap. 3) Please ensure the walk-up windows at the store front are self-closing. 4) Provide a 3/8th inch minimum cove base in the restroom. Reviewed floor sink locations, sink fixture locations, and finishes. At the final construction inspection, ensure hot water measuring 120' F minimum is provided to the plumbing system and all cooler units are on. MCESD inspection report was delivered via email.
