Observed multiple bags of raw chicken on a cart in the back of house at time of inspection. Observed raw chicken with temperatures between 38 to 50*F at time of inspection. Per PIC, raw chicken was in the process of being thawed and had been out for less than 1 hour. Instructed PIC and employee to move raw chicken into walk in refrigerator at time to rapidly cool to 41*F or below. Employee placed raw chicken in shallow container and moved into walk in refrigerator at time. Reviewed proper thawing procedures with PIC at time of inspection. Person in charge was informed that the cooling process must occur from 135*F to 70*F in 2 hours and from 70*F to 41*F in 4 hours. If the time/temperature controlled for safety (TCS) foods are cooling for less than 2 hours and 70*F is not likely the establishment may reheat to 165*F and restart the cooling process; if the cooling process exceeds 2 hours and does not cool to below 70*F then the TCS food must be discarded. OC inspection for a Class 4 10+ E&D permit was conducted with owner Aniwat P. by appointment. The establishment was closed and not operating at time of inspection. This establishment/operation has demonstrated sufficient compliance to proceed with the issuance of the permit. To complete the permitting process, issuance of this permit, and begin operation, the applicant must first submit payment of the annual operating permit fee to the Department’s Administrative Services. Fees paid up to this inspection approval do not include the annual operating permit fee. PAYMENT with a credit/debit card can be made via phone at 602-506-6824, Option 2. Per MCEHC Chapter I, Regs 4 & 5, no person shall conduct an operation or operate an establishment for which a permit is required without holding the necessary and valid permit to do so.
