Observed open butter held in cooler underneath left most cold-holding prep station next to bagel slicer with internal temperature of 61°F. Person-in-Charge (PIC) stated that butter had been prepped about ~2 hours prior and had been left on counter during lunch rush. Open butter was relocated by PIC to walk-in freezer unit to rapidly cool to 41°F at time of inspection. Except during preparation, cooking, cooling or when time is used as a control all TCS foods must be maintained at 41°F or below. Corrective Action: Corrected at time of inspection.

The manager stated item was in this less than an hour ago. The manager was advised to create a policy for using time for food safety. A written policy is needed to explain the food item is using 4 hours without any temperature control. Food items must be time-tagged and be discarded if not served. Food item was time tagged for four hours. Corrective Action: Corrected at time of inspection.
