Maricopa County requires all establishments that serve open food, which requires time/temperature control for food safety, to have at least one certified Food Protection Manager (CFPM) on staff. The Person in Charge shall be a CFPM and is required to be onsite during the hours of operation. This certificate must be visible or readily accessible. Observed the handwashing sink in the back of the kitchen, next to the ice machine and oven, to be blocked by stacked crates. The crates were moved to the side of the sink, near the wall, in order to provide access to the handwashing sink. Discussed keeping handwashing sinks accessible at all times. Facilities must be maintained in a condition that promotes handwashing. Corrective Action: Corrected at time of inspection. 6-301.11 - Priority Foundation: Handwashing Cleanser, Availability. Addl Notes: Observed no hand soap available at the handwashing sink across from the donut case, at the front service counter. According to PIC, the dispenser is broken, and a pump will be provided. 2ND CONSECUTIVE VIOLATION Observed TCS dairy-based items such as coffee milk, cereal milk, whipped cream, cold foam, oat milk, and light creamer cold holding in the reach-in cooler under the coffee brewers with internal temperatures of 52-53F, probe thermometer, verified by person in charge (PIC). The condenser of the reach-in observed to be covered in ice. According to PIC, the dairy foods were stored in the reach-in for more than 4 hours. PIC voluntarily discarded the dairy foods, see embargo form. The reach-in will not be used to hold TCS foods until 41F or less is maintained. Discussed the importance of maintaining cold food at 41F or less to limit pathogen growth and avoid causing foodborne illness. Except during preparation, cooking, cooling, or when time is used as a control all TCS food must be maintained at 41°F or less. Corrective Action: Corrected at time of inspection.
