Observed rice scoop for rice stored immersed in 105F water in a slow cooker set to warm. Staff just refilled the container recently. Manager said they water didn't start very hot. Talked to staff about options. Ensure that when utensils for TCS foods are stored under water between uses, the water must maintain 135F and above. Corrective Action: Corrected at time of inspection.
