Observed bags of dairy based half and half creamer with internal temperature of 52F -54F in the countertop dispenser by the coffee station. The thermostat on the the dispenser displayed a temperature of 53F. The person in charge was unable to verify how long the bags of creamer had been stored for cold holding in the dispenser and discarded the bags of creamer at the time of inspection.
