Observed employee wash hands for 1 -2 seconds and only wet hands and begin to prepare open tcs foods at drink station and back of house after. Notified Person In Charge (PIC). PIC will have employee wash hands correctly with soap, rinse and dry in 20 seconds minimum. =====Employees need to wash for 20 seconds with soap; rinse hands; and dry with paper towels. Inspector's notes
Observed sliced cheddar cheese stacked over the fill line and up outside of the container in the top of the cold holding unit with a temperature of 49*F. The cheese below the fill line is at 41*F and above the fill line is 49*F. Informed PIC that the cheese should not be filled above the fill line because it cannot be properly cold held. PIC informed that the cheese had been put there about two hours prior. Instructed PIC to move the cheese to the reach in portion of the cooler to cool back down to 41*F. PIC moved the cheese to be rapidly cooled at time of inspection. Observed whipped topping with the label "perishable - keep refrigerated" stored in the top of the cold holding unit at 47*F. The bottom portion of the cream that is touching the cold holding cambro is at 42*F, while the top portion not touching the unit is at 47*F. PIC informed that the whipped cream had been placed in the cold holding unit about two hours prior. Instructed PIC to place the whipped cream in the bottom of the cold holding unit to cool to 41*F. PIC moved the cream at time of inspection. Discussed with PIC that the whipped cream should be stored in the bottom of the unit instead of the top so that the entire portion of cream can be properly cold held. Except during preparation, cooking, cooling or when time is used as a control all TCS foods must be maintained at 41°F or below. Eggs not treated to destroy Salmonellae can be stored in equipment that maintains an ambient air temperature of 45°F or below. All TCS foods improperly cold held were relocated to alternative functioning refrigeration unit to rapidly cool to 41°F at time of inspection. Corrective Action: Corrected at time of inspection.

Observed the ice scoop handle touching the ice in the bin. Informed PIC that the handle of the ice scoop needs to be stored outside of the ice. Instructed PIC to use the ice scoop holder that is on the basin to ensure the handle stays out of the ice. PIC placed ice scoop in the holder at time of inspection. In-use utensils must be stored in a clean, dry location; in running water; or in hot water above 135°F. If utensils are stored in food, the handles must be stored above the surface of the food. All in-use utensils were properly stored at time of inspection. Corrective Action: Corrected at time of inspection.

Observed the faucet at the large three-compartment sink leaking/spraying a large amount of water from the faucet's swivel point. It is also white and green from calcification. Observed the white drainpipe from the back hand washing sink to be leaking the majority of the water from the sink, directly onto the floor below the sink. Informed PIC that these plumbing fixtures need to be brought back into good repair. All plumbing must be maintained in good repair at all times. *A complaint response was conducted.***Discussed with the PIC about ensuring that employees are wearing gloves at all times when handling ready to eat food items. Also discussed that depending on the microbial contamination level on the hands, handwashing with plain soap and water, as specified in the Food Code, may not be an adequate intervention to prevent the transmission of pathogenic microbes to ready-to-eat foods via hand contact with ready-to-eat foods which why proper glove use is required. No County legal action will result from this inspection.
