In-use utensils must be stored in a clean, dry location; in running water; or in hot water above 135°F. If utensils are stored in food, the handles must be stored above the surface of the food. Per employee the fish was out of refrigeration for one hour. The water was not adequately contacting the compartment in which the cod was stored. Informed the employee of proper procedures to thaw TCS foods. Employee moved the fish back into the walk in refrigeration unit in metal containers to return below 41F.
