Observed Employee cutting vegetables in the retail produce preparation area. There is a dedicated handwashing sink for this area and it was blocked by a cart, without soap and without paper towels. Informed person in charge that sink must be utilized, easily accessible with stocked paper towels and soap at all times of operation. Corrective Action: Corrected at time of inspection.
