On the bottom shelf of the reach in refrigerator observed packaged cream cheeses with internal temperatures between 50-53°F. Except during preparation, cooking, cooling or when time is used as a control all TCS foods must be maintained at 41°F or below. After discussion with the person in charge it could not be determined how long exactly the cream cheeses were stored above 41°F.
