At time of inspection, observed a shelf full of half-pint cartons of milk stored in a cooler in the bar. Milk was holding at 56*F. Unit was holding at 51*F. Unit is not normally used for TCS foods and is not normally kept at 41*F or below. Per manager, all milk was placed in the unit at approximately 10:30am. Informed manager that the milk can be cooled in the reach in cooler since it had been out for less than 4 hours, however, the manager voluntarily discarded the milk.
