Observed a reading of 0 ppm (Quat) at 3 comp sink. PIC had adjusted concentration to 200pm manually during inspection. PIC mentioned clean utensils were in use at the time. Discussed the importance of proper sanitizer levels and proper monitoring of sanitizer levels. Food-contact surfaces sanitized using quaternary ammonia must be sanitized with a contact time according to manufacturers specifications. Corrective Action: Corrected at time of inspection.

No County legal action will result from this inspection.1. Observed the establishment operating outside the scope of their permit class. Establishment is prepping/slicing produce (tomatoes, avocados, banana), which requires a prep sink installed. Discussed with manager that if the establishment would like to continue these processes a prep sink will need to be installed and permit class will need to be changed. If the advanced prep is ceased, no prep sink installation or class change is needed. 2. Establishment is serving non-tcs food (donuts) wholesaled from a business registered with the AZDHS Cottage Food Program. Discussed with manager that there needs to be a disclosure for the customers stating that the food was prepared in a private home kitchen. The exact statement required is: "This product was produced in a home kitchen that may come in contact with common food allergens and pet allergens and is not subject to public health inspection."

No Certified Food Protection Manager was available onsite at time of inspection. Informed PIC that at least one Certified Food Protection Manager needs to be onsite during all hours of operation. A Certified Food Protection Manager (CFPM) is required to be on the premises during all hours of operation. Corrective Action: Correct prior to next routine inspection.

Inspector's notes
Observed various dairy milks, half and half, and heavy cream cold foam with internal temperatures ranging 50*F-60*F in the bottom reach in unit behind the counter. The ambient air temperature of the unit is 50.3*F, measured using min/max thermometer. Informed PIC that TCS items must be held at 41*F or below. PIC informed that the products were placed in the unit when the fridge was restocked about 2 hours prior. Instructed PIC to move the improperly held dairy products to an alternative cooling system. PIC relocated the products to another unit to be rapidly cooled back down to 41*F and properly cold held at time of inspection. PIC agreed to discontinue use of the reach in cooler for TCS products until it is able to keep the product at 41*F or below. Discussed with PIC that the plant milks are TCS once opened. Except during preparation, cooking, cooling or when time is used as a control all TCS foods must be maintained at 41°F or below. Eggs not treated to destroy Salmonellae can be stored in equipment that maintains an ambient air temperature of 45°F or below. All TCS foods improperly cold held were relocated to alternative functioning refrigeration unit to rapidly cool to 41°F at time of inspection. Corrective Action: Corrected at time of inspection.

Observed a sanitizer bucket behind the counter with a quat concentration less than 150 ppm. Informed PIC that the sanitizer bucket concentration is very low and needs to be remade. PIC remade sanitizer for the bucket to proper sanitizer concentration levels. Discussed monitoring sanitizer bucket concentration levels with PIC. All wet wiping cloths must be stored in sanitizer buckets with approved sanitizer concentrations. Wiping cloths were placed in sanitizer buckets with approved sanitizer concentrations at time of inspection. Corrective Action: Corrected at time of inspection.
