Observed 3 Reduced Oxygen Packaged (ROP) fish in the freezer at the time of inspection. Per PIC, ROP fish is used for a fish raffle for the establishment and had been in the freezer for a week. Discussed with PIC that ROP cannot be donated or sold and requires a variance. Instructed PIC to discard ROP fish at the time of inspection. Corrective Action: Corrected at time of inspection. A variance/HACCP must be obtained prior to conducting any specialized processes.
