Inspector's notes

Cheese in hot holding unit found with internal temperature of 110-116*F; verified with PIC's and inspector's calibrated probe thermometers. PIC stated the cheese was last checked and known to be above 135*F 1 hour ago and chose to attempt to reheat the cheese to 165*F within the next hour. If the cheese is not heated to 165*F and then continually hot held above 135*F afterwards within the next hour, the cheese will be discarded. Another bag of cheese that was hot holding in another unit was moved to the cheese dispensing hot holding unit. If the new bag is found to be below 135*F, that could mean the hot holding unit is not working properly and will need to be serviced/replaced before continuing to use it for hot holding cheese. Please ensure hot held TCS food items are maintained at 135*F or above. Corrective Action: Corrected at time of inspection.

The tray may have been left out, opened too often, or could possibly be malfunctioning on that tray's level of the unit (it was the bottom tray).
