PIC informed the establishment has a time as a control procedure for the Boba and was unable to provide procedure. Chinese liaison assisted PIC in preparation of procedure. PIC was able to recall the time the Boba was placed out of temperature control and provided a time sticker on container. Corrective Action: Corrected at time of inspection. This is the 4th consecutive violation.
