In steam table, observed cooked shredded beef/32F- 45F and chicken/68F. Except during preparation, cooking, cooling or when time is used as a control all TCS foods must be maintained at 135°F or above. Per PIC these foods were within safe time parameters and were sent to smoker to reheat to 165F prior to being returned to the steam well for hot holding. Corrective Action: Corrected at time of inspection.

Inspector's notes
Observed a smoker being used outside the mobile food unit. All food preparation and including grilling, barbecuing, cooking, displaying, serving, and storage must be done inside the Mobile Food unit. Corrective Action: Correct prior to next routine inspection. MCEHC Chap. 8, Sec. 3, Reg. 5e - Mobile food establishments serving time/temperature control for safety foods shall maintain a log of visits to the approved commissary or food service establishment as required by this Department. This log shall be maintained using a Department approved format and maintained with the establishment at all times. The logs shall be maintained for a period of 30 days and should be available for review by the Department. Addl Notes: Commissary visits log was not available for review. Maintain the commissary visits log on the rig and available for review. Corrective Action: Correct prior to next routine inspection.

Ice cream vendors that only sell or dispense individually packaged, commercially processed items are exempt from providing a commissary agreement.

Core-4-602.13, C: Nonfood Contact Surfaces Observed black organic matter build up in grill area of unit and along the walls and floor. When asked when the last time the unit had been cleaned the operator stated it was time for a cleaning. Nonfood-contact surfaces of equipment shall be cleaned at a frequency necessary to preclude accumulation of soil residues. Recommended implementing a cleaning schedule. ~MCEHC Chap. 8, Sec. 3, Reg. 9d; Food preparation in MF Type III is not simplified to reduce excessive steps where food may become contaminated. Observed green chili, cooked chicken, cooked pulled pork, raw bacon, and raw pepperoni stored in reach-in refrigeration unit in temperature. When asked how long food items had been in the unit, the operator stated they had been stored in the unit for at least two weeks. All time/temperature control for safety foods shall be prepared on the same day of sale or service. Time/temperature control for safety foods shall not be held over from a previous day's operation unless otherwise approved by the Department. Dear Permit Holder:An inspector for the Maricopa County Environmental Services Department (MCESD) has been unable to access your Mobile Food Establishment, to conduct an inspection. The inspector has also made attempts to contact you by phone and/or email to determine when and where the Mobile Food Establishment will be in operation so they may conduct an inspection. At this time, you have failed to return their phone calls or respond to their emails and have not allowed them access to inspect fully yourMobile Food Establishment.Please be advised that Chapter I of the Maricopa County Environmental Health Code states:REGULATION 3. Responsibilities – Right of Inspectionb. No person shall refuse to allow the Department to inspect fully any and all premises or facilities at any reasonable time, and no person shall molest or resist the Department in the discharge of its duties whether in inspections for application approval or for the enforcement of this Environmental Health Code.REGULATION 7. Suspension and Revocation of Permitsb. Revocation of Permit:(1) The Environmental Health Officer may, after providing opportunity for hearing, revoke a permit for serious or repeated violations of any of the requirements of this Code or for interference with the regulatory authority in the performance of duty.Failure to provide MCESD with the information for operating days and times as well as allowing a representative of MCESD access to the Mobile Food Establishment to conduct an inspection may result in legal action being taken against the establishment’s operating permit.Please contact the Department at 602.506.6824 to inform us of the days and times and location for which you will be in operation so that an inspection of the Mobile Food Establishment can be conducted within 10 calendar days from date of this letter.If you do not contact the Department within 10 calendar days, your operating permit will be closed.
