Observed the following TCS food products stored in the main standing refrigerator: Carne asada (52'F), Al pastor (51'F), red salsa (49'F). Per PIC these items were made last night, cooled at the commissary kitchen and stored overnight, and moved into the mobile food unit this morning. During set up they were placed on a counter-top for about 10-15 minutes. PIC stated that all these items will be reheated for hot holding prior to beginning service. Except during preparation, cooking, cooling or when time is used as a control all TCS foods must be maintained at 41°F or below. Eggs not treated to destroy Salmonellae can be stored in equipment that maintains an ambient air temperature of 45°F or below. All TCS foods improperly cold held were relocated to alternative functioning refrigeration unit to rapidly cool to 41°F at time of inspection. Corrective Action: Corrected at time of inspection.

In the hot holding unit, a container cooked beans had an internal temperature of 120*F and a container of cooked rice had an internal temperature of 102*F. The person in charge (PIC) did not have food probing thermometer to check temperatures. Except during preparation, cooking, cooling or when time is used as a control all TCS foods must be maintained at 135°F or above. All TCS foods improperly hot held were reheated to 165°F at time of inspection.

A commissary log was not found during inspection. The person in charge (PIC) stated it was left at home. Please provide a copy of the commissary log for a re-inspection. MCEHC Chap. 8, Sec. 3, Reg. 5c - Mobile food establishments shall provide a commissary agreement to the Department upon request, at permit issuance or renewal, and as a part of the documents submitted during plan review for a new permit. Ice cream vendors that only sell or dispense individually packaged, commercially processed items are exempt from providing a commissary agreement. Addl Notes: A commissary agreement was not found at the time of inspection. The person in charge (PIC) stated the the commissary agreement was left at home. Observed a bag of soft white cheese and a mixture of cabbage with tomatoes in the fridge unit recorded at 72*F. Operator indicated that the cheese and cabbage with tomatoes was just placed back inside the fridge unit after a rush 20 minutes prior to time of inspection. Operator was informed that all TCS (time and temperature controlled for safety) food items must be kept below 41*F for food safety. Operator placed food items on ice and altered fridge settings to ensure temperature is below 41*F. Corrective Action: Corrected at the time of inspection.
