Observed hand washing sink in the main kitchen and the bars without paper towels supplied. Per person in charge, they were waiting for paper towels coming on a supply truck. Discussed hand drying provisions with person in charge. Employees were observed working in the kitchen and the bar. At all moments of operation there must be means of hand drying at the handwashing sinks. Ambient minimum air temperature at bottom of cooler measured to be 50.3'F. Per PIC, items placed in cooler over 4 hours prior to inspection. All items were embargoed at time of inspection. Reach-in cooler is glass merchandiser not approved for storage of open food items. Discussed obtaining cooler approved for storage of open TCS foods and decreasing storage of foods to allow for proper air flow. Unit not integral to establishment. Must discontinue use of unit and obtain approved refrigeration. Discussed proper cold holding with the PIC. All TCS foods held cold must be held at 41'F or below at all times. Repeat violation.
