Observed cooked carne asada in a cooler on the cart with temperatures between 95 to 97*F at time of inspection. Per person in charge (PIC), they were unsure of when the carne asada was cooked at time of inspection and voluntarily discarded carne asada. Observed cooked tripas with temperatures between 116 to 120*F. Person in charge reheated the tripas at time of inspection. Except during preparation, cooking, cooling or when time is used as a control all TCS foods must be maintained at 135°F or above. Corrective Action: Corrected at time of inspection.

Observed red and green salsas out at ambient temperature with an internal temperature of 65*F at time of inspection. Per person in charge (PIC), red and green salsas were put out less than an hour prior to inspection. PIC filled a container with ice for the salsas at time of inspection. Except during preparation, cooking, cooling or when time is used as a control all TCS foods must be maintained at 41°F or below. Eggs not treated to destroy Salmonellae can be stored in equipment that maintains an ambient air temperature of 45°F or below. Corrective Action: Corrected at time of inspection.

Observed the single hand wash station on the mobile food cart inoperable. Vendor was observed using a temporary five gallon insulated container as a water source for the hand wash station. Discussed with vendor that the insulated container is not in compliance with the permit. Please ensure the hand wash sink is operable at all times. A permit holder shall immediately discontinue operations and notify the regulatory authority if an imminent health hazard may exist because of an emergency such as a fire, flood, extended interruption of electrical or water service, sewage backup, misuse of poisonous or toxic materials, onset of an apparent foodborne illness outbreak, gross insanitary occurrence or condition, or other circumstance that may endanger public health. Corrective Action: Correct at once.

Observed three bags of shredded cheese within a cooler at 57*F and a container of shredded cabbage resting on a bed of melted ice at 70*F at the time of inspection. The operator was informed that these items are considered TCS (Time/Temperature Controlled for Safety), and therefore are required to be kept at 41*F or below at all times of operation. Operator placed additional ice into the cheese cooler and transferred the container of shredded cabbage into the beverage cooler with fresh ice at the time of inspection, and both TCS items were cooled and held at 41*F.
