After discussion with the person in charge, it has been determined that the root cause of the violation was training staff (a policy issue, verification breakdown), which resulted in the violation.

Observed chicken wings in plastic tote next to fryer at 60*F with no discard time documented. When using time as control for food item, the time must be documented when removed from temperature control. and the container must be marked with discard time.

Observed establishment using time as a control for cooked chicken wings, but wings were not marked with start time. Per manager, wings had been out for 1 hour and wings were marked with timer for remaining 3 hours of use - reviewed timer system for TCS items being used under time as a control.
