Observed the cooler front of house underneath countertop having an ambient temperature of 52°F with TCS food items like cut lettuce (44°F), cut green onions (44°F), cut onions (44°F), and cut cilantro (44°F) These food times were placed in cooler two hours ago. All Time Temperature Control for Safety (TCS) foods which had been in the unit for less than 4 hours were moved back to the main walk-in refrigerator back of house. Observed rice scoopers being set on the side of the rice scooper in an empty stainless-steel square metal containers in-between uses past the four hour mark. In use utensils must be stored in a clean, dry location; in running water; or in hot water above 135°F. If utensils are stored in food, the handles must be stored above the surface of the food. PIC stated that they will use a stainless-steel square metal container in one of the steamers for storing in use utensils. Observed employee handle their phone and then unload clean dishes from the dishwasher. The employee was stopped and instructed to wash their hands. The handled dishes were then moved to the dirty side. Discussed when to wash and the importance of proper hand washing procedures with the person-in-charge (PIC). Proper handwashing procedure is to rinse hands with warm water, scrub with soap for 10-15 seconds, rinse with warm water, dry with approved drying provision, and turn off in a manner to prevent re-contamination of hands. Entire process should take approximately 20 seconds for full and proper handwashing to prevent spread of pathogens and contamination. Corrective Action: Corrected at time of inspection. Observed the reach in cooler by the cook line with internal ambient temperature of 49.3F as measured by inspector min/max thermometer. The integrated digital thermometer of the reach in cooler showed a temperature of 49.6F. TCS food items inside the reach in cooler had internal temperatures between 43F -50F. The person in charge stated a work order had been placed and repairs were expected in the next two days. Establishment has functioning walk-in cooler and serval other prep coolers and reach in coolers. Discussed not storing any TCS food items until the reach in cooler has been fixed and maintains cold holding temperature of 41F for TCS food items.
