PIC observed using cell phone while at the make-line, fixed glasses and they wiped hands on an apron then began to prepare bread twists. PIC was asked to wash hands before continuing with food preparation. Discussed examples of when to wash hands and cross contamination. PIC was observed washing hands properly. PIC voluntarily discarded the one bread twist they touched before washing hands. Corrective Action: Corrected at time of inspection.
