Upon arrival to inspection, observed no hot water in either hand sink in establishment. PIC states it had been turned off due to plumbing issues. Employee turned hot water back on at time of inspection and water temperature reached 109°F. Hot water must remain on at all times. Handwash sinks must be supplied with hot water of at least 100°F, soap and an approved hand drying provision at all times. Facilities must be maintained in a condition that promotes handwashing. TCS foods must be cooled in: uncovered/loosely covered, shallow containers less than 4 inches deep, in equipment designed to rapidly cool, by using an ice bath, by using ice as an ingredient, or another effective means. Observed bowls of surimi imitation crab with internal temperatures of 50-58 degrees Fahrenheit. Except during preparation, cooking, cooling or when time is used as a control all TCS foods must be maintained at 41°F or below. Per person in charge (PIC), imitation crab was placed in prep-style refrigerator 30 minutes prior to inspection. Prep-style refrigerator was not holding cold during the inspection. PIC moved the imitation crab to a reach-in refrigerator and freezer to cool rapidly - inspector verified temperatures. Developed Time as Control policy for surimi and fish roe during inspection for use until unit is repaired. Corrective Action: Corrected at time of inspection.
