Observed a good deal of clutter on counters and shelving around unit, as well as some organic residue on the walls and non-food contact surfaces on the unit. Nonfood-contact surfaces shall be kept free of an accumulation of dust, dirt, food residue, and other debris. Nonfood-contact surfaces shall be cleaned at a frequency necessary to preclude accumulation of soil residues. Requested PIC tidy unit prior to next inspection. Observed no hot water available from the water faucets. Staff stated they currently have a problem with the switch to turn on the heating element for the water. A work order on the electrical switch has already been placed. A temporary handwashing sink was in place and water was available from a large carboy to wash hands and dishes. Discussed hot water requirements. All plumbing must be maintained in good repair at all times. A reinspection on the plumbing will take place in 10 days. Corrective Action: Correct prior to re-inspection.

Observed cooked Spanish rice (105°F) sitting on the counter. The manager stated the Spanish rice had been cooked one hour prior. Reeducated staff on hot holding requirements. The manager placed the Spanish rice back on the stove to reheat at time of inspection. Hot holding items must be kept at or above 135°F. Provided guidance and a handout. Corrective Action: Corrected at time of inspection.

The inspector has also made attempts to contact you by phone and/or email to determine when and where the Mobile Food Establishment will be in operation so they may conduct an inspection. At this time, you have failed to return their phone calls or respond to their emails and have not allowed them access to inspect fully yourMobile Food Establishment.Please be advised that Chapter I of the Maricopa County Environmental Health Code states:REGULATION 3. Responsibilities – Right of Inspectionb. No person shall refuse to allow the Department to inspect fully any and all premises or facilities at any reasonable time, and no person shall molest or resist the Department in the discharge of its duties whether in inspections for application approval or for the enforcement of this Environmental Health Code.REGULATION 7. Suspension and Revocation of Permitsb.
