Observed horchata in a container with internal temperature of 61 degrees F. during the inspection. Per operator, the item was prepared at their commissary cooled brough to the market three hours prior to the inspection. Educated operator that expect during preparation, cooking, cooling or when time is used as a control all TCS foods must be maintained at 41°F or below. Operator corrected by using time as control. Corrective Action: Correct at once.
