Operator confirmed that while some food was prepared at the commissary, all of the tortas that were present and had been prepared in the home. All food must be obtained from an approved source as defined by law. Explained to the operator the difference between county mobile food permit regulations and those regarding state cottage food law. Gave operator resources regarding how both programs worked and explained that permitted establishments are prohibited from preparing food in the home. All food from unapproved source was discarded at time of inspection. Corrective Action: Corrected at time of inspection.

Inspector's notes
Observed operator pouring and serving hot champurrado out of Igloo dispenser into cups for individual sale. Operator verified the champurrado had been prepared with water and powder mix on site as well. Informed operator that as a Type 1 Mobile Food unit, they are prohibited from preparing and serving food from the unit. Operator ceased operation at time of inspection. Corrective Action: Corrected at time of inspection.
