Unit did not have water at start of inspection. It is imperative that you have water to supply the sinks for hand washing and dish washing. Operator told me the hand wash sink was broken and then changed his story and told me that they forgot to fill the tank. I left my card and instructed them to call me Tuesday to do the re-inspection and routine inspection.
