Operator shall provide a designated soap dispenser at hand sinks. Observed empty soap dispenser in women's restrooms ensure to provide soap during hours of operation. Operator proceeded to provide soap and paper towels at all hand sinks at time of inspection. Corrective Action: Corrected at time of inspection.
