Observed cooked rice and chicken tamales being hot help but having internal temperatures of 110-125*F. Person in charge states these foods were placed to hot help less than an hour prior to the inspection. Except during preparation, cooking, cooling or when time is used as a control all TCS foods must be maintained at 135°F or above. All TCS foods improperly hot held were reheated to 165°F at time of inspection. Corrective Action: Corrected at time of inspection.

Of note: -Establishment does not have a hand sink in the back storage and prep area where the ice machine in located and a prep area for processing raw vegetables. This area is also opened to customers who use the restroom. Advised PIC to discontinue allowing customers to use restroom and prep and storage areas cannot easily be blocked off. Advised PIC if a handwashing violation is observed in this area that a hand sink will be required. Advised PIC to use the main kitchen for vegetable prep. -PIC stated the owner is working with the landlord to address roof leaks and damaged ceiling tiles. Advised PIC to replace with the required vinyl tiles. Per date mark sticker, the salsa had been prepared yesterday and cooled overnight. Observed approximately 10 inches of cooling food. Observed the container stored on the lowest shelf. Ensure cooling from 135*F to 70*F is done in no more than two hours, and to 41*F or below in no more than four more hours. Cool most efficiently in shallow, uncovered pans in walk-ins, reach-ins or freezers. Since the salsa did not cool in the allotted 6 hours, the manager voluntarily discarded the improperly cooled salsa at the time of inspection (see embargo).
