Inspector's notes
Observed the low-temp mechanical dish machine with a concentration of 0 ppm chlorine while in use. Verified with person in charge's (PIC) test strips. According to PIC, the machine was recently serviced and the chemicals are a different concentration. PIC will have recently washed dishes rewashed, rinsed, and sanitized. The bottle of chlorine was replaced and ran until the chlorine concentration in the dish machine observed at 50-100 ppm. Corrective Action: Corrected at time of inspection.

Maricopa County requires all establishments that serve open food, which requires time/temperature control for food safety, to have at least one certified Food Protection Manager (CFPM) on staff. The Person in Charge shall be a CFPM and is required to be onsite during the hours of operation. Inspector's notes
Observed raw chicken breasts on sheet pans stored above open pans of prepped green beans and uncooked rice, on a speed rack in the walk-in cooler. PIC moved the raw chicken below the green beans and rice. Discussed the importance of separating raw and ready-to-eat (RTE) foods such as chicken and green beans. Separating different types of raw animal foods from one another and from foods not that do not require a cooking temperature, during storage, preparation, holding and display will prevent cross-contamination from one to the other. All raw animal proteins must be stored below ready-to-eat (RTE) foods and stored according to cooking temperature at all times to prevent cross contamination. Inspector's notes
Observed the slicer used to cut tomatoes, lettuce, green peppers etc. with food debris on the blades. Also observed the punch/dicer with food debris on the blades and the rubber grid. According to employee, the equipment was used 1-2 days prior to inspection. PIC placed the equipment into the 3-compartment sink to be washed/rinsed/sanitized. Equipment food contact surfaces and utensils shall be clean to sight and touch. Discussed the hazards of TCS foods left on equipment that is stored at room temperature. Many foodborne illness pathogens grow rapidly in the danger zone (41-135F). TCS food debris remaining on clean equipment is a potential source of contamination for foods that come into contact with the equipment. Corrective Action: Corrected at time of inspection.

For a permanent fix to this violation, check out these simple tools in our Active Managerial Control Toolbox, made especially for you. https://www.maricopa.gov/4617/AMC-Toolbox---Cooling. >>> Observed cooked pureed eggs, hardboiled eggs, and cooked pasta, cooling in the walk-in cooler, in tightly covered, deep containers (at least 6"). According to cook, the eggs were leftover from breakfast and had been cooling for 2.5 hours; observed with internal temperatures of 75-90F. The cooked pasta observed with an internal temperature of 65F, 6 hours after being placed into an ice bath and starting the cooling process. PIC discarded the eggs and cooked pasta for failing to cool to 70F or below in the first 2 hours, see embargo form. Discussed proper cooling methods such as using shallow metal pans that are loosely covered and placed into the walk-in cooler/freezer on a speed rack or top shelf to facilitate airflow. Using ice as an ingredient and frequent stirring also help to facilitate rapid cooling. TCS foods must cool from 135-70F in 2 hours and from 70-41F in the next 4 hours. PIC will review cooling materials sent electronically and begin to use cooling logs. Correct By: Corrected At Time Of Inspection

The person in charge (PIC) will talk to maintenance to see what changes can be made to increase light intensity in the walk-in cooler. Lighting levels are specified so that sufficient light is available to enable employees to perform certain functions such as reading labels; discerning the color of substances; identifying toxic materials; recognizing the condition of food, utensils, and supplies; and safely conducting general food establishment operations and clean-up.
