Observed multiple containers of packaged milk in small reach-in cooler in front service area holding at 53*F. Cooler was holding at 52*F per establishment's and inspector thermometer. Per person in charge, all product had been in cooler since previous day - milk was voluntarily discarded at time of inspection. Cooler will not be used for TCS foods until repaired and holding at 41*F or less - ensure all TCS foods are kept at 41*F or less. Corrective Action: Corrected at time of inspection.
