High-temp dishwasher final rinse temperature observed at 160*F, per min/max thermometer.During onsite visit, observed food handler packaging ready-to-eat (RTE) cookies with bare hands. Instructed food handler to wash hands and put on gloves before returning to working with food. Person in charge (PIC) separated cookies that were packaged with bare hands for discard. Discussed importance of RTE food glove usage with PIC.

Corrective Action: Correct prior to re-inspection.
