Observed multiple metal speed racks stored outside, as well as unzipped/uncovered. The speed racks are to stay in an approved storage unit or inside the establishment to prevent contamination with outside sources. PIC said there is no more room in the storage unit. Observed employee washing dishes, then proceeding to wash hands with gloves still on. Inspector discussed proper hand washing with employee. Employee re-washed his hands without gloves for 20 seconds. Gloves must be removed when hand washing. Corrective Action: Corrected at time of inspection.
