PIC stated items had been in ice bin for 2 hours prior to inspection and were moved to walk-in cooler to rapidly chill. Discussed importance of ensuring TCS food is fully submerged in ice to help maintain temperature below 41*f.

When quizzing line cook on knowledge of time as a control, 4 hour mark could not be identified as the critical limit of discard. Labeled with a discard time of 2:33pm at time of inspection.
