Handwashing sink in front of kitchen did not have any paper towels. Advised person in charge (PIC) that handwashing sinks shall always have a means to properly dry hands after washing. Observed quaternary ammonia sanitizer concentration below 200ppm in 3-compartment sink. Advised employee and person in charge (PIC) that the quaternary ammonia sanitizer concentration shall be between 200 - 400ppm. Employee emptied and refilled the sanitizer compartment then re-checked sanitizer; concentration still below 200ppm. PIC stated they will place a service call to have the sanitizer solution dispenser checked/repaired, and sanitize dishware in main kitchen until the dispenser is sanitizing at proper concentrations. Individually packaged potato chips did not have any identifying labels.
