Observed an open container of half and half with no date mark in countertop refrigerator. The half and half was nearly empty and observed dark residue on the rim of the opening. After discussion with the bartender and person in charge it could not be determined when the container was opened. TCS food prepared and packaged by a Food Processing Plant that does not meet the criteria to be exempted must be clearly marked at the time the original container is opened and is held for >24 hours to indicate date/day the food shall be consumed on premises, sold, or discarded. The day the original package is opened counts as Day 1. The half and half was discarded by PIC at the time of inspection. Corrective Action: Corrected at time of inspection.

PRIORITY VIOLATION-3-501.16(A)(2) and (B) - Priority: Time/Temperature Control for Safety Food, Cold Holding. Predefined Comment: Except during preparation, cooking, cooling or when time is used as a control all TCS foods must be maintained at 41°F or below. After discussion with the person in charge it was determined the half and half was in the reach in refrigerator since yesterday. Predefined Comment: All TCS foods improperly cold held were discarded by PIC at time of inspection. Observed ice build up in the back of the unit. After discussion with the person in charge it was determined the malfunctioning reach in refrigerator will not be used for TCS foods. Establishment will utilized the other functioning reach in refrigerator that maintains 41°F or less until the malfunctioning refrigerator is repaired. Service call made to onsite repair technician by the person in charge. Corrective Action: Corrected at time of inspection.

Observed handwashing sink at the bar not draining. Observed dump sink basin filled with wastewater/grey water and not draining. Person in charge made a service request with onsite repair technician. Observed both drains draining properly at time of inspection, after the technician cleared the drains of both sinks. No other backflow issues observed.

Observed organic residue buildup on the interior of the soda gun nozzles. Nonfood-contact surfaces of equipment shall be cleaned at a frequency necessary to preclude accumulation of soil residues. Discussed cleaning frequency of soda gun nozzles with person in charge. Please ensure that soda gun nozzles are cleaned on a regular basis. Corrective Action: Correct prior to next routine inspection.

Core-4-501.11, C: Good Repair and Proper Adjustment-Equipment Observed the low temp dish machine at the bar not in use at time of inspection. After running the dish machine multiple times, the chlorine concentration measured at 0 PPM each time. Acceptable chlorine concentration shall be between 50-100 PPM. Establishment will utilize the kitchen dish machine or downstairs three compartment sink to wash, rinse, and sanitize glassware and utensils until the bar dish machine is repaired and maintains a chlorine concentration between 50-100 PPM.
